Disasters, wars, expulsion, climate change - these and other crises always hit the weakest in a society the hardest, in addition to the entire civilian population - low-income people, children, the elderly and people with physical disabilities.

The annually updated Global Hunger Index shows the frightening extent of hunger, malnutrition and nutrient deficiency of over 800 million people worldwide, and the trend is rising.

However, the survival of a person does not only require the intake of food - medicines, hygiene products and medical aids are also vital for many millions of people.

The "FoodAllo" project deals with an intelligent "food/nonfood" distribution system in order to be able to record and process the individual needs of those in need and to be able to cover them according to availability.

In short, it is a digital concept of food stamps that is intended to give those entitled to an opportunity to report their need individually on the one hand and on the other hand via existing programs (World Food Programme, Welthungerhilfe, Actions against hunger, safe the children, worldvision, etc.) with food deliveries to remedy.

The focus here is on individuality, since in recent years, despite aid deliveries from many different programs, the food has regularly been used as leverage or as a weapon against the civilian population. As a result, we are seeing an increase in the number of people in need, despite increasing aid deliveries.

The "hunger as a weapon" used by many authoritarian regimes is to be overcome with this intelligent IT system.

In (almost) every country in the world, people's identities are recorded by their home country. If one also considers the demonstrably rapidly increasing digitization, also in developing and emerging countries, the possibility of the digital signature arises.

In the future, the majority of those in need will be able to use a smartphone app/PC to report their individual needs for food/essential goods to the system if the market collapses as a result of crises.

Based on the number of reports available (big data) and taking into account objective reasons for the shortage, emergency nutrition measures can be physically activated at an early stage via the aid organizations, as is already the case today.
 

Using public-key authentication, it is not only possible to distribute the needs to those in need themselves or to the affected regions in a targeted manner, but also to enable fair rationing, if necessary.
 

The circle of needs analysis and allocation of food and essential goods will last as long as the crisis persists.

This system of ration cards is not new in its basic idea and has proven itself in every crisis without a functioning market and is digitized with FoodAllo.

The technical possibilities are already available today, including artificial intelligence.

The difficulty lies in designing a system architecture that combines all facets, since a market of supply and demand must be artificially generated and maintained.

The implementation of blockchain solutions is just as possible here as the necessary public key authentication and the use of artificial intelligence.

The project was first presented to the German federal authorities responsible for civil protection and food security in 2020. Unfortunately, there was no response or possibility of financing until 2023.

However, we are currently in discussions with parties and municipal associations in Germany to support the effort for more benefits in kind in the German welfare state.
